Responsible for leading the development, implementation,
maintenance
and support of the organization's core business systems and
applications. This role directs and manages system/application
architecture, systems analysis, new applications development, quality
assurance, documentation, production system support, 3rd party
application/services integration, and user training/support.
- Build and maintain a high performance application development
and delivery organization with a user-focused vision
- Accountable for all development projects including responsibility
for business needs analysis, application architecture, systems
implementation, maintenance and support
- Drive the process for reviewing and prioritizing application
development project requests, including responsibility for estimating
costs, resources, timelines and delivery schedules
- Communicate application project planning goals, priority of
requirements, development/delivery status, criteria for project success
and other key messages
- Provide leadership for planning, recruiting, hiring, and developing
direct reports, and teams of project managers, leaders, staff and
consultants
- Champion the speed of technical delivery while maintaining quality
and completeness
- Provide architecture design insight to development teams
particularly in the area of product implementation and integration that
creates an optimal user experience
- Accountable for establishing structure and performance monitoring
systems for user support teams to ensure maximum effectiveness and
exceptional service for internal and external customers
- Create and implement tools and systems for monitoring and managing
the
applications and overall customer facing systems
- Create the standards and controls for application implementations,
configurations, and access
- Enforce architectural standards and the methodology for developing,
installing, monitoring, and maintaining custom and third party software
applications across the enterprise
- Create best practice quality approach for testing, maintaining and
correcting application errors to ensure continuous improvement and
successful future product releases
- Direct process for accurate documentation of all systems and
software products
- Direct the implementation and execution of new and upgraded
information systems and software releases via well-defined plans
including procedures, deadlines and accountability.
- Research and evaluate new and evolving technologies relative to
development initiatives and enterprise architecture requirements
- Provide recommendations regarding vendor solutions and software
products, including impact analysis, costs, deployment timelines;
negotiate pricing per corporate purchasing standards
- Prepare departmental budgets and allocation of funds based upon
reviews of department estimates/recommendations, familiarity with
operating procedures and cost/revenue projections
- Collaborate with Application User Groups to obtain customer
feedback, gather user requirements and industry trends, announce
upcoming development offerings, and maintain positive customer
relations; actively participate and inject creativity to obtain maximum
user participation
- Create a working environment that supports the organization's
mission and values as well as financial success and competitive
position
in the market
- Provide business direction at a senior executive level to a fast-
paced, dynamic and collaborative team; serve as strategic liaison for
key organizational initiatives between business units and their
customers, both internal and external
- Assesses current models of business operations and develops
appropriate new models as needed.
- Creates a model that supports the organization's mission and values
based on an internal and external needs assessment.
- Monitors the internal/external environment and identifies
opportunities to fulfill the corporate strategy.
- Serves as strategic liaison for key organizational initiatives
between business units and their customers, both internal and
external.

Requirements: |
| |
- Bachelor's degree in business administration, information
technology, computer science or related field from an accredited
college
or university or the international equivalent preferred
- Ten to fifteen years of prior progressive information technology
management experience, leading teams in the development, delivery and
support of large-scale applications preferably within the health care
industry;
- Prior experience developing and deploying a comprehensive "vision"
for a business systems development initiative within a rapidly growing
and geographically dispersed enterprise
- Experience with software development lifecycle methodologies and
frameworks such as TSP/PSP, Agile, Scrum, Test Driven Development, etc.
- Thorough understanding of n-tier software system architectures
including Web servers and technologies, Service Oriented Architectures
(SOA) and relational database principles
- Experience leading the development and deployment of enterprise
software systems in Microsoft computing platforms utilizing Microsoft
developer tools and technologies (Visual Studio .NET, SQL Server, IIS,
etc.)
- Understanding of object-oriented design and design patterns
utilizing use cases, Unified Modeling Language (UML), and an awareness
of emerging technologies and standards
- System integration experience including API design and development,
middleware implementation (BizTalk, WebSphere, etc.), Web Service
interfaces and common protocols (HTTP, HTTPS, SOAP, etc.)
- People-centered leadership skills, analytical savvy, strong
communication skills, (verbal and written) with a win-win approach to
resolving challenges and negotiating resolutions with department heads,
managers, coworkers and vendors
- Prioritization, organization and multi-tasking abilities required
to
perform as a competent and confident leader on assignments
- Prior experience with Medicare billing and reimbursement systems
would be a strong advantage in this role
- Prior experience developing and deploying applications to mobile
workers would be a strong advantage in this role
- Working knowledge of computers, Internet access, and the ability to
navigate within an automated system as well as a variety of software
packages such as Outlook, Excel, Word, and Peoplesoft general
ledger.
